Cathayan did some research on it: The reason is that before 1949, China divided five time zones, represented by Harbin, Shanghai, Chongqing, Urumqi and Kashgar: GMT+8:30 in Changbai time zone and GMT in Zhongyuan standard time zone. +8, GMT+7 in time zone, GMT+6 in Xinzang time zone and GMT+5:30 in Kunlun time zone.

It was developed by the Beijing Observatory in 1912 and later approved by the Ministry of the Interior.... For the big problem that the city is not on the list, LinuxJournal also talked about how to add your city to the time zone list: Copy the Asia/Shanghai to Asia/Beijing in the /usr/share/zoneinfo or /usr/lib/zoneinfo directory, as the time zone is the same, the data will be the same. Edit the zone.tab file, or find the city just copied and copy a line, but the number in it represents the latitude and longitude of the city, you need to modify it correctly.
