By default, the system automatically obtains an IP address via DHCP. It takes a whole amount of time to find the gateway and DNS. So it will cause the boot to be slow.

You can do this. Click Start - Settings - Network Connection - Local Area Connection and then on the Local Area Connection Properties - Internet Protocol (TCP/IP) - Properties

Click on the following IP address:

IP Address Fill in: 192.168.1.2

The subnet mask is automatically clicked out.

Default gateway fill: 192.168.1.1

The manually set preferred and alternate DNS servers are not required.

Now, restart your computer and see if the speed is much faster than before.
