Microsoft says that ACS allows them to debug, fix, and test software bugs more quickly, and more flexibly scale down software and develop features needed in data centers and networks. ACS allows them to share the same software stack between products from different switch vendors.
Since the Linux kernel uses the GPL license, and Microsoft has not released the product externally, it is only used internally, so there is no need to disclose the source code. Especially worth mentioning is that Microsoft said that Azure Cloud Switch is a super specialized version of Linux.
