Get ip and mac address binding under Win7

Prevent arp attack: Win7 ip and mac address binding
For the veteran of the system to know, to prevent the arp attack does not actually need this firewall that firewall, a command will ip and mac address can be bound.
Example:
arp -s 157.55.85.212 00-aa-00-62-c6-09
But this sentence seems so helpless in Windows 7, will prompt: ARP entry failed: Requested operation Need to improve.
(English version of the prompt: The ARP entry addition failed: Access is denied.)

Inquired about the Windows Client TechCenter, one Moderator answered me:
"Maybe you were trying to add a new IP-to-MAC record for an existed IP address or MAC address. We are not able to realize it with arp commands in Windows 7. "
The original windows7 does not support the use of arp to add the already bound address. It seems that arp can't, can only pick up the netsh of "all-in-one and evil",
netsh interface ipv4 set neighbors 12 "57.55.85.212" "00-aa-00-62-c6-09" Store=active
Note: 12 is the serial number of the network card. Check it before running.
