3. Open the Group Policy Editor. In the Local Computer Policy→ column on the left, navigate to User Configuration→Administrative Templates→Windows Components→Windows Explorer.

4, click "Windows Explorer", and then from the right details window to find 'block users from adding files to the root directory of the "user folder" folder corresponding to the user', and Double click to open.


5. If the policy is configured as "enabled" here, it will cause the above error. So, here we have to configure it as "not enabled" and press "OK" to save the changes.

6. Exit the Group Policy Editor and restart your computer. The new "library" can be successfully carried out.
