Solve the problem that the error 16389 can not create a new library under Win7

  
        Using the "Library" feature in Win7 makes the files in Computer
easier to manage and find. By default, the Win7 system provides several common libraries of document libraries, music libraries, image libraries, and video libraries. Of course, we can also create our own library in Win7 system according to needs or your own style of use. However, some users reflected in the forum that when creating a new library, the system will pop up the message "Unable to create file ‘new library.library-ms’ file system error (16389)”.

Can't create a library? Don't worry, this may be related to the relevant permissions, we first check the setting status of the relevant strategy.

Type "gpedit.msc" in the start search box and press Enter.


Open Group Policy Editor


If the User Account Control window pops up, please allow to continue.

To open the Group Policy Editor, in the left local computer policy column, please navigate to "User Configuration - >Administrative Templates->Windows Components->Windows Explorer.


Open Windows Explorer


Click "Windows Explorer" and find 'Blocked' from the right detail window The user adds the file to the root of the "User Folder" folder corresponding to the user, and double-clicks to open it.


Open the corresponding settings


If the policy is configured to "Enabled" here, the above error will be caused. So, here we have to configure it as "not enabled" and press "OK" to save the changes.


Change Settings


Next, exit the Group Policy Editor and restart your computer. The new "library" should be able to proceed smoothly.
