The Windows system evaluation tool WinSAT.exe is still located in the Win8.1 preview version of the "C:WindowsPerformance" folder.

First, run winsat -help as an administrator to view the command line usage related to the Windows system evaluation tool.

Second, run winsat formal as an administrator and start the Windows system evaluation tool.
