Method One:

1) Log in to the system with your Microsoft account first;

2) Control Panel User management there to create a new account, named "“test" as an example, and set to administrator;

3) log out of the current Microsoft users, and log in with test, you will find that you can change the lock screen Wallpaper;

4) User Management to delete your original Microsoft account, including user data;

5) Create a new user account, your Microsoft account, and set it as administrator ;

6) Log out of the test and log in with the Microsoft account. After the settings are completed, you should find that you can change the lock screen wallpaper.

7) Delete the test account

Method 2:
