First, run the command prompt as an administrator (Win7 runs the command prompt as an administrator |  Win8 runs the command prompt as an administrator), and then enter the following two commands in the Command Prompt window:

rd/sX:\\\ ecycled

d/sX :\\\\$RECYCLE.BIN

Note: where X is the drive letter of the problem with the Recycle Bin error, such as D or E.

After the command is run, press the Y key and the Enter key as prompted to restart the computer, the system will rebuild the relevant files of the recycle bin, and the recycle bin will be repaired normally
