Microsoft wants to run Win10 on one billion devices worldwide, and today at 12 noon is the theoretical starting point.

To this end, Microsoft has introduced a series of free usage policies, including Win7/Win8.1 users who have free upgrades within one year of Win10 release and free use of Windows Insider members. For the latter, this is Microsoft's "magic" to ensure that ordinary users can use Win10 safely and steadily.
