Win10 Mobile Preview 10166: Support background download offline map (with download method)

Win10 Mobile preview version 10166 push has been a while, I do not know if you have found that in this version the system has supported background download Machine map.

In previous versions (at least in Build 10149), when we downloaded the offline map, we need to keep the download page displayed in the foreground, otherwise the download progress will be suspended. When downloading offline maps in Build 10166, you can put the download page in the background, and even locking the phone will not cause the download to pause.
Although this is not a major feature change, this detail reflects Microsoft's optimization of the Windows 10 Mobile backend mechanism, which does improve the user experience.
