Rsyslog 8.11.0 (v8-stable) release

Rsyslog is a multi-threaded enhanced version of syslogd. The goal of the rsyslog project is to provide a more reliable syslog daemon and configuration. The so-called "reliable" means supporting a reliable transmission mode such as TCP or RFC 3195 (system log reliable).
