WP10/Win10 appeared, Microsoft partners got early versions

Considering that these Build versions sent to their partners are older, and Microsoft has not publicly published any mobile version of Windows. 10 plans, we are not yet fully sure how Microsoft intends to use Windows 10 to promote "Windows Phone".
