%WINDOWS%/hh.exe, click Security --> Advanced --> Owner --> Edit, change the owner to Administrator, OK, go back to the Security tab, click Edit, check the full control, OK, and then overwrite with 64-bit hh.exe. After overwriting, it should be normal to open chm again.
