IE11 can't be opened in Win8.1. How to do

  
Due to the deep integration of IE browser and system, many times we may perform related optimization operations on the system, which may indirectly cause problems in IE browser. When there is a problem with IE, we don't have to rush to do the restoring of the system, we can try to troubleshoot the problem step by step.
The environment in which the problem occurred is the latest Windows 8.1 system with the latest updates installed. The IE11 browser cannot be opened. After clicking the icon, the program window does not appear. Through the task manager, the IE process iexplore.exe automatically exits after a few seconds after the generation.
Review:
Spoken one: The add-on caused this problem. Run iexplore.exe –extoff to start IE in no add-on mode. No improvement.
Doubt 2: IE configuration problems. Then open the Internet option in the control panel to reset the IE settings. It also fails to run.
Doubt three: The current user rights are limited. Can not run with normal user rights (current user is a normal user), can run as an administrator user.
This phenomenon alone can not be judged by user permissions, there is a possibility that the current user's configuration file has a problem, other users' configuration files are no problem, so it can run normally. And, under normal circumstances, any user is authorized to run IE (even the Guest account).
Doubt four: There is a problem with the current account profile. So create a new user with normal permissions, you can also run IE after logging in, proving that the previous idea is correct. It can be considered that there is a problem with the current user's configuration file.
So is it a file or a registry issue?
Doubt five: The data file in the IE configuration folder is corrupted. So, delete the IE-related configuration file in the user configuration folder, try again, still not.

Survey 6: The current user's registry data is out of order. So, open the process monitor, monitor the behavior of the IE process, and see if there is an exception:

Open the registry editor, check the permissions of the key, and find that there is a denial of access Rule:

Then, delete the rule that denied access. Try running IE again and it runs smoothly!
