How Win8 System Creates User Accounts

  
Windows8 systems When you create a user account, you can create two types of accounts: a local account on your computer or a Microsoft account that can be used on all Windows 8 and Windows RT computers you use. We recommend creating a Microsoft account.
If your computer is in a domain, the user account you create can grant people access to your computer, but it cannot grant access to the domain. Only a system administrator can create a domain user account.
Steps to Create a Microsoft Account
The Microsoft account is the email address and password you use to log in to Windows. You can use any email address, but it's a good idea to choose an email address that you have used to communicate with your friends and log in to the website you frequent. When you log in to your computer with a Microsoft account, your computer automatically connects to the people, files, and devices you care about. (If you need an email address, we can provide you with one for free.)
When you log in with your Microsoft account, your computer will automatically connect to the cloud, and:
Your friends Contact information and status are automatically updated with network locations like Hotmail, Facebook, Twitter, and LinkedIn.
You can get and share your photos, documents and other files from a web location like SkyDrive, Facebook and Flickr.
Your personal settings (including your theme, language preferences, browser favorites, and most apps) are synced to any Windows 8 and Windows RT computer.
You can get apps from the Windows Store and use them on up to five Windows 8 and Windows RT computers. (Some applications require a specific hardware configuration.)
Create a Microsoft account as follows:
1. Swipe in from the right edge of the screen, click “Set”, then click “Change PC settings ”.
(If using the mouse, point to the upper right corner of the screen, then move the pointer down, click “Set”, then click “Change PC Settings 
2. Click or click “User”.
3. Click or click “Add User”.
4. Enter the account information that the user used to log in to Windows. There are two different ways:
If the user you are adding already has a Microsoft account, you can enter that account information.
If the user you are adding does not have a Microsoft account, you can create a new account. Enter the email address most used by this user.

Steps to create a local account
A local account is an account that allows you to access only one computer. If you create a local account, you will need a separate account for each computer you use. Nothing in your settings will sync between the Windows 8 computers you use, and you won't benefit from connecting your computer to the cloud. To download apps from the Windows Store, you'll need to use a Microsoft account.
Create a local account as follows:
1. Swipe in from the right edge of the screen, click “Set”, then click “Change PC Settings”.
(If using the mouse, point to the upper right corner of the screen, then move the pointer down, click “Set”, then click “Change PC Settings 
2. Click or click “User”.
3. Click or click "Add User" and click or click "No Microsoft Account Login".
4. Click or click “local account”.
5. Enter the username of the new account.
6. If you want the user to log in with a password, enter and confirm the password, add a password prompt, and then tap or click “Next”.
If your computer is in a domain, the domain security settings may let you skip this step, if you like, just click or click “Next” Users can change their passwords at the future.
7. Click or click “Complete”.
