Use the group policy table to get the

start--run, enter “gpedit.msc”, and then expand “user configuration”---“administration template”-- -“Network”

Then modify “Prohibit access to LAN connection properties" for “not configured”

Tip: If you enable this setting (and enable “Enable network connection settings for administrators), the “property" menu is disabled for all users, and users cannot open “local connections Properties & rdquo; dialog. If you disable or do not configure “Enable network connection settings for administrators, this setting will not apply to administrators on computers after Windows
2000.
