Solution:

Generally this situation is related to directory permissions, user passwords, after setting the correct permissions, you can still use the same situation: sudo apt- Get remove vsftpd sudo rm /etc/pam.d/vsftpd sudo apt-get install vsftpd

This is because ubuntu has PAM enabled. You need to use /etc/pam.d/vsftpd when using vsftp. The file (the default source installation does not have this file), so local users cannot log in except for anonymous users. So just delete it.
