Yes, modify the registry. Go to the Registry Editor and find HKEY_CURRENT_USER\\\\Software\\\\Microsoft\\\\Internet

Explorer\\\\TabbedBrowsing\\\\NewTabPage and create a DWORD (32-bit) value named "NumRows" on the right side. The value is the number of rows in the "site you use most often" and can be changed according to your needs.

After closing the registry editor and restarting the IE9 browser, you can display more websites.
