Win10 unblocks the publisher's method

Prevents publishers from blocking or restricting websites. Blocking publishers does not restrict you from going to sites that distribute files from that publisher, but you can only open them if you first unblock the publisher. Any publishers you block will be blocked on all sites, not just the site you are on when you block it.
As shown, the prompt
has blocked running software on your computer than the publisher
Find it on the Internet and say that you can follow the steps below.
1. Open Internet Explorer.
2. On the “Tools” menu, click “<quo;Internet Options”.
3. On the "Contents" tab, click on "Publisher" or “publisher”.
4. On the "Untrusted Publishers" tab, click on the publisher you want to unblock.

But the list of untrusted publishers is empty, how can it be broken?
Not only win10 will prompt, XP, win7 will prompt, just a warning, win10 is good, directly not installed.
Later, I accidentally found that there is such a thing in the file attribute "Security", there is an option that can be used to poke "Unlock", and after trying to confirm the stamp, it is solved.
