Win7 prompt "Failed to connect to a Windows service" What should I do?

  
My computer is a Win7 system. I used to use it all the time. It always pops up: Windows7 can't connect to a windows service. What is going on? How to solve it?

1, Win+R opens and runs Then run CMD

2, enter the "NETSH WINSOCK RESET CATALOG" command in CMD, and then restart the System Event Notification Service. If the error occurs, enter safe mode, re-run CMD, enter the "NETSH WINSOCK RESET CATALOG" command, and then restart the System Event Notification Service to display the system recovery and normal.
