Although the first batch of Windows 7 RTM has been obtained, Taiwanese OEM PC manufacturers have reluctantly stated that new machines pre-installed with new systems will not go offline until September, instead of The reason for the planned August is that they are still waiting for Microsoft's related tools and final certification tests for independent hardware and software vendors.

Microsoft released copies of Windows 7 RTM to major OEM PC vendors on the 24th of last month, but independent software vendors (ISVs) and independent hardware vendors (IHVs) will not be available until the 6th of this month. Go to the new system and then go to the final test. OEMs need specific hardware device drivers, and often pre-installed third-party software such as multimedia and anti-virus in the brand machine, and these still need to wait.

And OEMs say they are still waiting for performance testing and system deployment tools from Microsoft. A Microsoft Taiwan spokesperson said that Windows 7 RTM was released as scheduled, but did not confirm when performance testing and tuning tools were released.

OEMs originally planned to produce 10 million desktops and notebooks pre-installed with Windows 7 in the first half of the month before October 22, but they have been reduced to only 2,000 units in the first month. Therefore, some August orders will be postponed until September, which may lead to supply problems for some key components.
