Can't create a library? Don't worry, this may be related to the relevant permissions, we first check the setting status of the relevant strategy.

Type “gpedit.msc” in the Start Search box and press Enter.
Open Group Policy Editor

If the User Account Control window pops up, please allow to continue.
Allow Run

To open the Group Policy Editor, navigate to the Local Computer Policy section on the left and navigate to "User Configuration -> Administrative Templates -> Windows Components -> Windows Explorer" ;
Open Windows Explorer
