This question has to be answered in two steps. First, the so-called 64-bit system is actually compatible with 32-bit programs. Windows 7 64-bit systems have A WoW64 (Windows-on-Windows 64-bit) folder with components that support 32-bit programs. So, in the vast majority of cases, running old programs is not much different from previous 32-bit systems. Secondly, the 16-bit old DOS program may have operational problems in the 32-bit system. This is probably not solved or caused by the 64-bit system. If you want to run a 16-bit old DOS program perfectly, it is recommended to install a virtual machine and then install a DOS system or Windows 3.2, and then run it.
