To achieve this is very simple, IT administrators can set the layout of the start page according to their ideas, such as support for the commonly used Office components, IE browser and desktop fixed on the start page, as shown below .

Microsoft said that to export the layout, you can use the following PowerShell command to export an xml file:

PS C:> Export-StartLayout–As XML–Path contoso-mgmtLayouts$ ManagedUser.xml

Then you can access the Group Policy Manager, use Win+R, call out the run, enter gpedit.msc to enter. Select User Configuration > Manage Templates >”Start“Menu & Taskbar, and find the Start Page Layout Policy item and configure Open.

The final step is to link to the layout file exported via PowerShell. This way, the start page will be fully locked and the user will not be able to make changes to the layout. Ordinary users cannot add new tiles, or delete tiles and reorder tiles.
