Windows Phone 8.1 GDR2 introduces a reset protection to protect your device from theft. It must be enabled during device manufacturing. The reset protection consists of two parts:

Reset and activate protection —— the stolen device cannot be reset or flashed. When performing a factory reset, you will be asked to enter the Microsoft account credentials associated with the device. In addition, if the device installs a new image file, the reset protection will be automatically turned on and the Microsoft account credentials associated with the device will be required to complete the OOBE before the device can be used.

Anti-rollback protection —— If the reset protection is activated, the stolen device cannot be rolled back to the previous system version by flashing.

However, the manufacturer or operator can disable “reset protection" if you forget the Microsoft account credentials, you can help you recover your device.

If you want to remove the reset protection, you must enter the recovery key to be allowed. If there is no Microsoft account credentials, the recovery key can be used to remove the reset protection to open the device. Obtaining the recovery key requires uploading the device's IMEI code to the reset protection unlock page.

Use the Reset Protection page to get the recovery key:

1. Create an input CSV file containing the IMEI code for each device.

The first column of the input CSV file must have an IMEI code.

The first column heading must be imei and case sensitive.

2. Go to the Reset Protection Unlock page: http://rl.dds.account.microsoft.com.

3. Log in with Microsoft account credentials to allow access to this service.

4. Click Browse to upload the input CSV file you created in step 1, then click Submit.

5. After clicking Submit, you will get a new CSV file containing the IMEI code, recovery key, and status. The status may include the following:

DeviceUnprotected——The unlock code column has a recovery key.

DeviceAlreadyUnprotected——The unlock code column has a recovery key, but the device may have been unlocked. ,

MultipleDevicesFound—— discover multiple devices with IMEI codes.
