MSN can not log in under Windows solution

MSN is always unable to land, appears: "0x81000370 error", uninstalled and installed many times, and then Google searched everywhere in the web search, found the following solution.
There may be many reasons for not being able to log in to the .NET Messenger Service or
errors when logging in (eg: <;0x81000370 error”). These problems can usually be solved by the following methods:
1. The date/time attribute on your computer is set correctly: double click time, check date and
time is correct Settings.
2. If your account number and password are not saved in MSN, you need to confirm that the account and password you entered are correct (please note the uppercase and lowercase letters and the suffix of the account)
3. Disable you “automatic detection” settings in the browser. For Internet Explorer users,
click the IE<;Tools> menu, click “Internet Options", click “Connect” tab, click
“LAN Settings” button, Then clear the “Automatically detect settings” box.
4. Clear IE cache and cookies: Open Internet Explorer browser, press the Tools menu,
then select <;Internet Options", click “delete files” button and “delete cookies" > button.
5. Check IE security settings: Open Internet Explorer browser, press the Tools menu, select
“Internet Options", select “Advanced", drag the scroll bar to the safe selection, confirm “ Check service
certificate revocation rdquo; not selected, and confirmed that "Use SSL 2.0" and "Use SSL 3.0" to be selected in
. Then press “OK”.
6. Click on "Start”--&"Run”, type:
regsvr32 softpub.dll
then press “OK”
7. Check the wrong proxy settings. On the MSN Messenger<;Tools" menu, click
“Options”. On the "Connections" tab, make sure you clear the “I use proxy server” checkbox.
8. Firewalls and third party applications may affect the connection to MSN Messenger. You can disable the
application, firewall or open the corresponding port of the firewall and try to connect to .Net Messenger
Service.
9. If you are using an ICS or router for your local area network, you may need to adjust some settings or update the hardware/firmware drivers.
10. If your Passport is not recognized, please log in to the Passport site
and confirm that it can be identified there. If it can be identified there, but
still can't log in to the .NET Messenger Service, it may be that the message server temporarily shuts down the maximum traffic that is being maintained or reached the Internet (during peak usage periods). Please try again later. You can also
check the server status page to see the latest information about the server.
11. If the Passport site is still unrecognizable, please go here:
