WIN+R runs gpedit.msc.

Open Local Group Policy -> User Configuration -> Administrative Templates -> Windows Components.

Check Windows Explorer.

Locate Remove CD Burning features in the right panel and double-click.

Check Enable.

For machines without a group policy, you can modify it through the registry:

Win+R runs regedit.

Find the following key values.

HKEY_CURRENT_USER\\Software\\Microsoft\\Windows\\CurrentVersion\\Policies\\Explorer.

Right-click in the right panel - New - DWORD32 - Name it NoCDBurning.

Double-click the modifier key to 1.
