Windows 2000 and Windows Server 2003 time services are not enabled by access

  

If you set the Windows Time service to run behind a Microsoft Proxy Server-based server, the time service may not be able to connect to the External Network Time Protocol (NTP) time service.
Cause
This problem occurs because the Windows Time service runs under the local system account on the internal server and access control is enabled on the proxy server. Solution
To work around this issue, use one of the following methods:
  • Disable the access control feature of the Winsock agent. The Enable Access Control check box is located on the Permissions tab in the Winsock Proxy Service properties in Microsoft Internet Information Services (IIS) Manager. To disable access control, click to clear the check box.
  • Set up the computer to access the proxy server of its NTP server and configure the proxy to point to the external time service.
  • Use a batch file on your internal computer with the following command:

    net stop w32time
    w32tm -once
    net start w32time
    Use the Task Scheduler tool to run batch files every day.
