The operating system is Microsoft Windows XP SP3, the shortcuts created by the installed programs on the desktop or the shortcuts created manually. As long as the computer is restarted, these shortcuts are gone and must be re-established. Is this what is the reason?

First check if the restore software (such as shadow system) is installed in the system. After restarting the system, the previous changes and settings to the system will be restored to the original state. Secondly, check whether the "Group Policy" is set to not change the desktop after shutting down. You can disable the policy directly: press Win+R to open the Run dialog box and enter "gpedit.msc" to enter. In the Group Policy Editor window, choose Group Policy - User Configuration - Management Template - Desktop. Disable the "Export is not save settings" policy item.
