Win10 unblocks the publisher's method

  

Prevent publishers from blocking or restricting websites. Blocking publishers does not restrict you from going to sites that distribute files from that publisher, but you can only open them if you first unblock the publisher. Any publishers you block will be blocked on all sites, not just the one you are on when you block it.
As shown, the prompt
has blocked running software on your computer than the publisher
Looking for it on the Internet, saying that you can do the following
1. Open Internet Explorer.
2. On the Tools menu, click Internet Options.
3. On the Content tab, click Publisher or Publisher.
4, in the "Untrusted Publishers who" tab, click to unblock the publisher

but in the Untrusted Publishers list is empty, how broken?
Not only win10 will prompt, XP, win7 will prompt, just a warning, win10 is good, directly not installed.
Later, I accidentally found that such a thing is "safe" in the file attribute. There is an option to "unlock" after the stamp is applied. After the stamp is confirmed, it is solved.

right point file → "Properties", click on the bottom line of most of the "unlock", "OK" button.
