Windows 7 Features: Security and Security - User Account Control

User Account Control (UAC) helps protect your computer against hackers or malware. As soon as the program wants to make important changes to your computer, UAC will notify you and ask if you are licensed.

UAC was originally introduced in Windows Vista, and now it has produced less interference and is more flexible. The Windows 7 programs and tasks that you are asking for are reduced. If you have administrator privileges on your computer, you can also fine-tune UAC's notification settings in the Control Panel.

In Windows 7, you can set how often UAC sends you computer change notifications.
