First, switch to Win8 desktop mode, right-click on the bottom left corner of the screen and select the “Command Prompt (Administrator)” option in the pop-up menu. In the command prompt, type “netsh wlan show drivers”, in the results, view “Supported bearer network"," Yes>
Viewing Supported Bearer Networks

Enter “netsh wlan set hostednetwork mode=allow ssid=AbsZero key=password” at the command prompt. The "ssid=” behind the wireless network name, "key=” behind the wireless network password, the above can be defined, but the password requires at least 8 bits.
Setting the Bearer Network Mode

The following virtual network card adapters can be found in the network connection device (name changed by yourself). Next, you can open the wireless hotspot with the command "netsh wlan start hostednetwork”.
Turn on wireless hotspots

Share Internet connections on the network that the machine is connecting to.
Shared Connections

At this point, the phone or other device is ready to connect via this wireless hotspot. If you want to turn off the wireless hotspot, open the command prompt mode again and type "<;netsh wlan stop hostednetwork”" to close it.
