Recently, some Windows10 users encountered a "flash screen" problem, causing computer
not working properly. In response to this problem, Microsoft gave a solution based on the user feedback report and explained that the problem was caused by compatibility issues with other third-party software. The splash screen was caused by frequent crashes of the explorer resource manager.

According to feedback, the software that causes this problem mainly includes Norton AntiVirus and other anti-virus software, iCloud and IDT Audio.
At present, Symantec has provided a detailed solution. Users who encounter problems need to reboot into safe mode, then use a special repair tool to repair, then uninstall and reinstall Norton.
Microsoft also said that users experiencing this issue can enter safe mode to remove the software. To enter safe mode:
