The support engineer who is active in the Microsoft Q&A forum said that the Windows 10 Fall update will be released on November 10th, bringing Cortana support to Indian users. This feature is one of the many new features added to the "Autumn Updates", and other features include UI improvements, Edge browser improvements, and the new Messaging app. If the support engineer is true, then Microsoft still has more than a week to issue a final build version for "Autumn Update". They are likely to also want to be able to issue the final build version as soon as possible, so that they can push the Insider members early and let them participate in the final test. This mode is actually the same as the original Windows 10 RTM update.
