All Win10 devices can be unlocked by developers.

Computer store news: Today Microsoft announced more Windows 10 information, including the Windows Universal Application Model. The details have been introduced in the previous “Windows 10 Application Model” group meeting. One of the things we can confirm is that all Windows 10 devices, including mobile phones, tablets and PCs, can be unlocked by developers through a button switch in Settings.

This feature was first discovered in the Windows 10 Build 10061 Desktop Preview, but it was not available at the time. This option is included in the “For Developers” section as shown below. This feature is only not available in the current build version and should be "unblocked" in the next release.

This feature works very simply. Anyone with a Windows 10 Phone or Windows 10 PC can simply go to Settings. Turn off the corresponding switch. There is no need to register in advance, and you don't need to connect your phone to your computer and use Visual Studio to unlock it (current method). This feature should provide more convenience for developers.

Windows Phone devices unlocked by developers will only deploy 20 apps/games, while desktop apps don’t have this limitation. Users can also use enterprise tools to control this functionality by modifying the registry to ensure that enterprise devices are still locked.

Windows 10 devices will be able to install apps outside the Windows Store after the developer has unlocked them. Such external apps can be written without the Windows Store code. Since Microsoft has acquiesced in this approach, the choice to deploy applications is in the hands of users.
