Actually, This problem is caused by the Windows firewall that comes with the Vista system. It is necessary to enable the icmp incoming and outgoing policies in the Windows firewall.

Note that you must be logged in as an administrator to perform these steps.

To find ICMP and logging settings, open Windows Firewall with Advanced Security.

1. Click to open “Administrative Tools”. ‌ If you are prompted for an administrator password or for confirmation, type your password or provide confirmation.

2. Double-click "Advanced Security Windows Firewall".

3. Under "Common Profile", click “Windows Firewall Properties”.
