According to the official blog, this update does not contain any new content or substantial improvement, mainly the internal fine-tuning and improvement. This is not unexpected.

We all know that Windows 10 updates will be cumulative. Therefore, it contains all previous fixes released (eg KB3074683). If you have already installed the previous update (most users are the default mandatory update), then the system will automatically "take the new old", without wasting excess bandwidth.
