How to modify the window background and font color of Vista and XP

How to modify the window background and font color in Windows XP and Windows Vista operating system? Is there a different way to modify it?
Windows XP System
In the blank space of the desktop Click the right mouse button --> Properties --> Appearance, then click the Advanced button below
